Asia-Pacific Economic Cooperation (APEC)

Asia-Pacific Economic Cooperation (APEC), organization that seeks to promote free trade and economic cooperation throughout the Asia-Pacific region. Established in 1989 in response to the growing interdependence of Asia-Pacific economies and the advent of regional economic blocs (such as the European Union and the North American Free Trade Area) in other parts of the world, APEC works to raise living standards and education levels through sustainable economic growth and to foster a sense of community and an appreciation of shared interests among Asia-Pacific countries. At the end of the 1990s APEC’s membership included its 12 founding members—Australia, Brunei, Canada, Indonesia, Japan, South Korea, Malaysia, New Zealand, the Philippines, Singapore, Thailand, and the United States—as well asChile, China, Hong Kong, Mexico, Papua New Guinea, Peru, Russia, Taiwan, and Vietnam. The Pacific Economic Cooperation Council (PECC), the South PacificForum (SPF), and the secretariat of the Association of Southeast Asian Nations (ASEAN) maintain observer status.

At its 1994 summit meeting, APEC set an ambitious goal of achieving a free trade and investment regime in the Asia-Pacific region by 2010 for members with developed economies and by 2020 for members with developing ones. The following year it adopted the Osaka Action Agenda, a plan to implement APEC’s goals of liberalizing trade and investment, facilitating business activities, and promoting economic and technical cooperation. Despite these commitments, APEC’s effectiveness has been limited by its requirement that all its decisions be made by consensus. Although APEC seeks unanimity, decisions can be taken in the absence of unanimity; however, decisions are not legally binding on member governments.

APEC is organized into numerous committees, ad hoc policy groups, working groups, and a business advisory council. The committees, which examine issues such as trade and investment, economic trends, and budgetary matters, meet twice per year. The working groups are headed by experts and consider specific issues, including energy, tourism, fishing, transportation, and telecommunications. The organization’s chair, which rotates annually, hosts an annual summit meeting and meetings of foreign andeconomic ministers and other senior officials. The APEC secretariat, established in 1993 and headquartered in Singapore, provides advisory and logistic services as well as research and analysis.

Mecca

Mecca, Arabic Makkah, ancient Bakkah or Macoraba city, western Saudi Arabia, located in the Ṣirāt Mountains, inland from the Red Sea coast. It is the holiest of Muslim cities. Muhammad, the founder of Islam, was born in Mecca, and it is toward this religious centre that Muslims turn five times daily in prayer. All devout Muslims attempt a hajj (pilgrimage) to Mecca at least once in their lifetime. Because it is sacred, only Muslims are allowed to enter the city.

In the 20th century the city underwent vast improvements. The area around the religious shrines was cleared, the mosque enlarged, housing and sanitation improved, and transportation facilities enhanced. As a result, Mecca can accommodate the continually increasing number of pilgrims, or hajjis. Area 10 square miles (26 square km). Pop. (2004) 1,294,106.

Saudi Arabia

Saudi Arabia, arid, sparsely populated kingdom of the Middle East.
Extending across most of the northern and central Arabian Peninsula, Saudi Arabia is a young country that is heir to a rich history. In its western highlands, along the Red Sea, lies the Hejaz, which is the cradle of Islam and the site of that religion’s holiest cities, Mecca and Medina. In the country’s geographic heartland is a region known as Najd (“Highland”), a vast arid zone that until recent times was a rich pastiche of warring and feuding Bedouin tribes and clans. To the east, along the Persian Gulf, are the country’s abundant oil fields that, since the 1960s, have made Saudi Arabia synonymous with petroleum wealth. Those three elements—religion, tribalism, and untold wealth—have fueled the country’s subsequent history.

It was only with the rise of the Saʿūd family (Āl Saʿūd)—a Najdi group for which the country is named—and its eventual consolidation of power in the early 20th century that Saudi Arabia began to take on the characteristics of a modern country. The success of the Saʿūds was due, in no small part, to the motivating ideology of Wahhābism, an austere form of Islam that was embraced by early family leaders and that became the state creed. This deep religious conservatism has been accompanied by a ubiquitous tribalism—in which competing family groups vie for resources and status—that often has made Saudi society difficult for outsiders to comprehend. Enormous oil wealth has fueled huge and rapid investment in Saudi Arabia’s infrastructure. Many citizens have benefited from this growth, but it also has supported lavish lifestyles for the scions of the ruling family, and religious conservatives and liberal democrats alike have accused the family of squandering and mishandling the country’s wealth. In addition, civil discontent increased after the Persian Gulf War (1990–91) over the country’s close ties to the West, symbolized notably by the U.S. troops stationed in Saudi Arabia until 2005.

Since then, the pace of life in Saudi Arabia has accelerated rapidly. The constant flow of pilgrims to Mecca and Medina (vast throngs arrive for the annual hajj, and more pilgrims visit throughout the year for the lesser pilgrimage, the ʿumrah) had always provided the country with outside contacts, but interaction with the outside world has expanded with innovations in transportation, technology, and organization. More recently, petroleum has wrought irreversible domestic changes—educational and social as well as economic. Modern methods of production have been superimposed on a traditional society by the introduction of millions of foreign workers and by the employment of hundreds of thousands of Saudis in nontraditional jobs. In addition, tens of thousands of Saudi students have studied abroad, most in the United States. Television, radio, and the Internet have become common media of communication and education, and highways and airways have replaced traditional means of transportation.

Saudi Arabia, once a country of small cities and towns, has become increasingly urban; traditional centres such as Jiddah, Mecca, and Medina have grown into large cities, and the capital, Riyadh, a former oasis town, has grown into a modern metropolis. Many of the region’s traditional nomads, the Bedouin, have been settled in cities or agrarian communities. The sedentary population of the country views those few Bedouin who maintain the traditional desert lifestyle with deep ambivalence. They are, at the same time, the link to the country’s past and its solid foundation. In the words of Sandra Mackey, an American writer and traveler:


Psychologically, the Bedouin represents to the present-day Saudi what the Western cowboy folk hero represents to an American. And like Americans, the Saudis have created from the Bedouin, idealized as a desert warrior, a powerful prototype that influences their value system and their patterns of behavior. No matter how much the various geographic regions of Saudi Arabia may differ or how far a Saudi is removed from the desert, the Bedouin ethos is the bedrock of the culture.

Iran-Iraq War(1980-88)

Open warfare began on Sept. 22, 1980, when Iraqi armed forces invaded western Iran along the countries’ joint border, though Iraq claimed that the war had begun earlier that month, on September 4, when Iran shelled a number of border posts. Fighting was ended by a 1988 cease-fire, though the resumption of normal diplomatic relations and the withdrawal of troops did not take place until the signing of a formal peace agreement on Aug. 16, 1990.


The roots of the war lay in a number of territorial and political disputes between Iraq and Iran. Iraq wanted to seize control of the rich oil-producing Iranian border region of Khūzestān, a territory inhabited largely by ethnic Arabs over which Iraq sought to extend some form of suzerainty. Iraqi president Ṣaddām Ḥussein wanted to reassert his country’s sovereignty over both banks of the Shaṭṭ al-ʿArab, a river formed by the confluence of the Tigris and Euphrates rivers that was historically the border between the two countries. Ṣaddām was also concerned over attempts by Iran’s Islamic revolutionary government to incite rebellion among Iraq’s Shīʿite majority. By attacking when it did, Iraq took advantage of the apparent disorder and isolation of Iran’s new government—then at loggerheads with the United States over the seizure of the U.S. embassy in Tehrān by Iranian militants—and of the demoralization and dissolution of Iran’s regular armed forces.


In September 1980 the Iraqi army carefully advanced along a broad front into Khūzestān, taking Iran by surprise. Iraq’s troops captured the city of Khorramshahr but failed to take the important oil-refining centre of Ābādān, and by December 1980 the Iraqi offensive had bogged down about 50–75 miles (80–120 km) inside Iran after meeting unexpectedly strong Iranian resistance. Iran’s counterattacks using the revolutionary militia (Revolutionary Guards) to bolster its regular armed forces began to compel the Iraqis to give ground in 1981. The Iranians first pushed the Iraqis back across Iran’s Kārūn River and then recaptured Khorramshahr in 1982. Later that year Iraq voluntarily withdrew its forces from all captured Iranian territory and began seeking a peace agreement with Iran. But under the leadership of Ruhollah Khomeini, who bore a strong personal animosity toward Ṣaddām, Iran remained intransigent and continued the war in an effort to overthrow the Iraqi leader. Iraq’s defenses solidified once its troops were defending their own soil, and the war settled down into a stalemate with a static, entrenched front running just inside and along Iraq’s border. Iran repeatedly launched fruitless infantry attacks, using human assault waves composed partly of untrained and unarmed conscripts (often young boys snatched from the streets), which were repelled by the superior firepower and air power of the Iraqis. Both nations engaged in sporadic air and missile attacks against each other’s cities and military and oil installations. They also attacked each other’s oil-tanker shipping in the Persian Gulf, and Iran’s attacks on Kuwait’s and other Gulf states’ tankers prompted the United States and several western European nations to station warships in the Persian Gulf to ensure the flow of oil to the rest of the world.

The oil-exporting capacity of both nations was severely reduced at various times owing to air strikes and to pipeline shutoffs, and the consequent reduction in their income and foreign-currency earnings brought the countries’ economic-development programs to a near standstill. Iraq’s war effort was openly financed by Saudi Arabia, Kuwait, and other neighbouring Arab states and was tacitly supported by the United States and the Soviet Union, while Iran’s only major allies were Syria and Libya. Iraq continued to sue for peace in the mid-1980s, but its international reputation was damaged by reports that it had made use of lethal chemical weapons against Iranian troops as well as against Iraqi-Kurdish civilians, whom the Iraqi government thought to be sympathetic to Iran. (One such attack, in and around the Kurdish village of Ḥalabjah in March 1988, killed as many as 5,000 civilians.) In the mid-1980s the military stalemate continued, but in August 1988 Iran’s deteriorating economy and recent Iraqi gains on the battlefield compelled Iran to accept a United Nations-mediated cease-fire that it had previously resisted.

The total number of combatants on both sides is unclear; but both countries were fully mobilized, and most men of military age were under arms. The number of casualties was enormous but equally uncertain. Estimates of total casualties range from 1,000,000 to twice that number. The number killed on both sides was perhaps 500,000, with Iran suffering the greatest losses. It is estimated that between 50,000 and 100,000 Kurds were killed by Iraqi forces during the series of campaigns code-named Anfāl (Arabic: “Spoils”) that took place in 1988 (see Kurd).

In August 1990, while Iraq was preoccupied with its invasion of Kuwait (see Persian Gulf War), Iraq and Iran restored diplomatic relations, and Iraq agreed to Iranian terms for the settlement of the war: the withdrawal of Iraqi troops from occupied Iranian territory, division of sovereignty over the Shaṭṭ al-ʿArab waterway, and a prisoner-of-war exchange. The final exchange of prisoners was not completed until March 2003.

Iran




Iran, a mountainous, arid, ethnically diverse country of southwestern Asia. Much of Iran consists of a central desert plateau, which is ringed on all sides by lofty mountain ranges that afford access to the interior through high passes. Most of the population lives on the edges of this forbidding, waterless waste. The capital is Tehrān, a sprawling, jumbled metropolis at the southern foot of the Elburz Mountains. Famed for its handsome architecture and verdant gardens, the city fell somewhat into disrepair in the decades following the Iranian Revolution of 1979, though efforts were later mounted to preserve historic buildings and expand the city’s network of parks. As with Tehrān, cities such as Eṣfahān and Shīrāz combine modern buildings with important landmarks from the past and serve as major centres of education, culture, and commerce.

The heart of the storied Persian empire of antiquity, Iran has long played an important role in the region as an imperial power and later—because of its strategic position and abundant natural resources, especially petroleum—as a factor in colonial and superpower rivalries. The country’s roots as a distinctive culture and society date to the Achaemenian period, which began in 550 bc. From that time the region that is now Iran—traditionally known as Persia—has been influenced by waves of indigenous and foreign conquerors and immigrants, including the Hellenistic Seleucids and native Parthians and Sāsānids. Persia’s conquest by the Muslim Arabs in the 7th century ad was to leave the most lasting influence, however, as Iranian culture was all but completely subsumed under that of its conquerors.

An Iranian cultural renaissance in the late 8th century led to a reawakening of Persian literary culture, though the Persian language was now highly Arabized and in Arabic script, and native Persian Islamic dynasties began to appear with the rise of the Sāmānids in the early 9th century. The region fell under the sway of successive waves of Persian, Turkish, and Mongol conquerors until the rise of the Ṣafavids, who introduced Ithnā ʿAsharī Shīʿism as the official creed, in the early 16th century. Over the following centuries, with the state-fostered rise of a Persian-based Shīʿite clergy, a synthesis was formed between Persian culture and Shīʿite Islam that marked each indelibly with the tincture of the other.

With the fall of the Ṣafavids in 1736, rule passed into the hands of several short-lived dynasties leading to the rise of the Qājār line in 1796. Qājār rule was marked by the growing influence of the European powers in Iran’s internal affairs, with its attendant economic and political difficulties, and by the growing power of the Shīʿite clergy in social and political issues.

The country’s difficulties led to the ascension in 1925 of the Pahlavi line, whose ill-planned efforts to modernize Iran led to widespread dissatisfaction and the dynasty’s subsequent overthrow in the revolution of 1979. This revolution brought a regime to power that uniquely combined elements of a parliamentary democracy with an Islamic theocracy run by the country’s clergy. The world’s sole Shīʿite state, Iran found itself almost immediately embroiled in a long-term war with neighbouring Iraq that left it economically and socially drained, and the Islamic republic’s alleged support for international terrorism left the country ostracized from the global community. Reformist elements rose within the government during the last decade of the 20th century, opposed both to the ongoing rule of the clergy and to Iran’s continued political and economic isolation from the international community.

Many observers have noted that since pre-Islamic times Iranian culture has been imbued with a powerful sense of dualism, which is likely grounded in the Zoroastrian notion of a perpetual struggle between good and evil. This attitude persisted in different forms in succeeding centuries, with the culture’s preoccupation with justice and injustice and with an ongoing tension between religion and science. The 12th-century poet Omar Khayyam—himself a noted mathematician—captured this dualism in one of his robāʿiyyāt (quatrains), in which he expresses his own ambivalence:
Some follow the path of religious faith.
Others, more doubtful, seek rational certainty.

I fear, someday, the call might come:
You fools! The route is neither one nor the other.
